With regard to Optional Melee Resolution. I highly recommend this be turned on. The pros (IMHO) far outweigh the cons. It's main function is to prevent blitz tactics. Gentleman & ladies,

Do you completely turn off the game after sending your PBEM turn?

Do you leave application running after sending your PBEM turn, await the next PBEM turn, and continue play?

Also, with regards to another questions you had. The mines do not randomly populate, however, there a several versions of the same scenario(s) that have "torpedoes" populated in different hexes. And I believe, that once detonated, the torpedo is vacated from that particular hex.

FYI When artillery is lost, artillery ammo is also lost If the artillery ammo by gun option is chosen, along with the artillery capture option, ammo is gained by the enemy when artillery is captured, and lost by the owning side.
