Well it is time based if you simply allow the occupation of the VP if certain conditions are fulfilled. No engine change required. All you need is a unit that occupies a victory location if the requirements for it are fulfilled. Any such change is done at the home office. It is not something that I as the designer can modify. Requested changes to the engine, if they happen at all, take one or two years. it plays better than Scourge of War...............I could not get the hang of SoW SoW suffers from a strangely implemented AI which can counter player orders.
