I like the Campaign play in Gettysburg and Pennisula but the time commitment is a problem. I agree with Harold, the biggest punishment to the Cheater is he knows he didn't win the game. There is very little else that can be done to prove or disprove cheating since the primary method of cheating is to replay the phase/turn/etc until you like the result or use the replay to "scout" for trap...

I agree with Bill, the best way is avoid Turn based. There is no way to fix it to the satisfaction of both players. The best method I have seen is the NWC's idea of an "embedded melee phase" but I find it very awkward to play a game using. You can't play a game saying that both people should play us...
