Well, there is also AGEOD's "American Civil War"... modified engine that's used in Birth of America. Still getting a feel for it, but it seems quite good.

What would have to happen is that the designer would have to open every last file in the scenario editor and make two very specific changes (Union VP and CSA VP), and save it. It's a very simple fix, until you consider how many scenarios are on these disks (especially Gettysburg). A further complica... |

All VP values are set by the scenario designer. I'd bet that since you're talking older scenarios, those values simply weren't set (since they weren't an issue)

I would imagine that's something of the point. Both at the operational and tactical level, the guys on foot are always able to move faster than the heavily laden wagons. I frankly dislike any club rule or suggestion (which is more what this would be) that tells people that they're not to play the most current update of the game. Actually, I'd rather see the ability to "control" routers taken away outright. Maybe increase their "run" distance, but until they're rallied, you have no direct control of them.

One thing to realize about the weather effects, is that they really are "working" well now, at least in the programming sense.
