 Post subject: Emplaced Guns

In some of the games emplaced guns are neither permitted to move nor change facing. I understand the former, but not the latter. Ought not an emplaced gun be able to swivel at least one hexside, right or left of its center facing? Or is this something not possible within the engine mechanics?

I suppose the normal arc of 3 hexes is considered more than enough for emplaced guns
