having a brain lapse here.

I know shift puts them on as you press.

How do I leave them on permanently?

In Campaign Petersburg and all future updates for other games in the series, you toggle labels on/off by means of the ` (reverse single quote) hot key. There are also a toolbar icon and menu option for that (with the hot key clearly indicated). No more of having to remember the obscure Alt+Shift key combo.
