First, I want to apologize for the little time I spend in the club these last two years ... real life prevails
I will try to fulfill my obligations next week.
I need help, I want to know the name of all the TS and Matrix Bull Run files that are related to the icons.

Try searching for Extracting Icons, there are several programs out there that will search your pc for Icons. I have used the old freeware utility IconsExtract, it will search a folder and find all Icon and Cursors and the file they are related to, it will also allow you to save the Icon as an ico file.

What is the actual problem, wrong units, terrain ?

I don't currently have the TS games loaded anywhere but I do have the Matrix version on my pc.
If you wish to contact me by email and explain the problem further more than willing to see if I can come up with something.
As a retired tech I enjoy trying to solve problems.

General Sir.

I sent a custom scenario to an adversary that has a Matrix Bull Run. He had problems with the Icons. For example , blue Generals were gray and when activated with the mouse they are blue. I have sent the icons of icons paint and Icons bit files, but the problem persists. My ask is that more files should I send ?. In my TS Bull Run works perfect.

I looked through my Matrix Battleground files and compared them to the stock files on my BGBR disc,
the files have the same date and size so I'm assuming they are the same.
These are the stock files including the various icon.bmp, icon.bit, units.bmp and faces.bmp and leaders.bmp in the scenario folders.

If the mod is just a scenario added to one of the stock folders then I don't see why there should be a problem.
If the mod involves creating a new folder to allow for new map, oob, pdt it will probably also include it's own
leaders.bmp and faces.bmp file for the mod, these must all be in the new mod folder.
There were also a couple mods that used a new version of the units.bmp in the main folder but that should not affect officers.
They should only be affected by the leaders.bmp or faces.bmp files inside the scenario folder.

The only other problem I have run into with the Matrix versions is it only displays the stock folders in the menu.
If you want to play a mod that requires it's own folder you have to use the bgr.exe file.
Unfortunately the old ACWCO Launcher does not work either since it does not allow spaces in the folders
and the default folders for installation of the Matrix game have spaces in them.

I have many of the BG mods so if you let me know which one it is I will see if I have it and take a look.

Years ago I downloaded 3rd Bull Run. I have modified the OBB, Leaders and Faces files (this file was not modified properly and it was the original FBR). I have obviously modified them so that everything is correct.
I will try to write to you from hotmail.

I have thought of a solution. Send my rival to my game if there is a non-cd exe.

Your mention of 3BR gave me an idea.
I looked at my mods and found a 3BR by Doug Strickland for FBR.
This involved a lot of file switching to play because he modified the oob and pdt
and used files from BGG to have the Gettysburg armies on FBR battlefield
but I got through the instructions and loaded it into a folder in my Matrix version.
Not sure if your mod is based on this but here's what I learned from my refresher.

Talonsoft and Matrix games are basically the same,
I believe the only changes involve the exe files to make them work with Win7.
But the files in both games appear to be the same, at least dates and sizes match.

Both games place all the required icons in the main folder as well as a units.bmp that
includes the pictures shown in the unit boxes. This is used in all the modules.

The leaders pictures are placed in the module folder, say FBR in Bull Run,
along with the map files, oob and pdt files and a file called FACES.bmp.
Some of the icon files are also duplicated inside the scenario module, don't know why.

Now which picture is displayed is determined in the oob file for units so if you are using a modified oob
file then your pointer in the oob must match the picture position in the units.bmp

in this case picture 31 will be displayed.
The 3D unit icons are set by the unit type G, I, M, S, Z.

However the leaders.bmp and faces.bmp pictures are based on the leaders position in the oob file.
The first picture in the upper left of the file will be shown for the first leader in the oob file and down the line.

This could be where your problem is coming in as the faces.bmp file is where the leader's unit counter comes from.
If you don't have that file or if it is wrong you may simply get a colored blank counter.
This is what happened when I first tried Doug's scenario as I created a new folder rather
than use the FBR folder in my game as he suggested and he did not provide a faces.bmp for the mod.
It may even be possible that it could be in the wrong color although I did not see that happen.
Once I copied the faces.bmp file from my GB folder so it matches the leaders.bmp file I have copied as noted everything was fine.

So if your opponent's problem is strictly with leaders then the problem is probably in the leaders.bmp
or faces.bmp file in the module folder.
If he is having problems with unit pictures that would be in the units.bmp file located in the main game folder.
The oob file can cause problems in either.
