I was reading through the Osprey Men at Arms book #149 "Prussian Light Infantry - 1792 to 1815" and on page 11 towards the middle of the page it reads:

"As the Fusilier Battalions fired their volleys in two ranks there was no need for the front rank to kneel. The two rank volley of the light infantry was adopted by the entire Line infantry by the introduction of the 1812 Regulations.

Was this put into practice by both the Fusiliers AND Line infantry and what of the Landwehr?

The information that I have says yes as common practice for Fusiliers and line except when in square but states nothing specific to landwehr. It was actually viewed as a simplification so I have to believe the landwehr used it as well.

The text is misleading. It was not a two rank line as per the British. The third rank was deployed as skirmishers. If recombined with the battalion they were not extended out to the right and/or left to EXTEND the two ranks but took their place as their third rank again. They just did not fire.

However, I believe that the Jager and Schutzen operated as two rank line formations. I remember this from my days of Empire III. I painted the X Corps of 1812 and the Jagers were mounted as per the British, not the Prussians.

My reference was to the two rank volley while standing which I thought was your question.

A 2 rank volley is not a 2 rank formation. The 3rd rank could just be holding fire but ....

One of them seems to think that the skirmishers (3rd rank) would form up on the flanks.

No, I do not plan on changing the entire Leipzig OB to accommodate this for the line units but it was something I found out and was thinking about it for Optional OBs.
