Grande Armée - Décrets Impérial
As Commandant en Chef de La Grande Armée I hereby issue the following Décrets Impérial, these are effective from today on until further notice:
Décret Impérial - Grande Armée Order of Battle
The Grande Armée depicts the forces directly involved in the Battle of Austerlitz on the morning of the 5th December 1805, currently excluding those forces marching to but missing the actual battle, the addition of these units is possible in case the OOB needs to be expanded.
The various regiments, squadrons and battalions serve as holding place for officers.
The various artillery companies serve as initial holding ground for new officers but can also be used as regular holding ground for officers as long as that wouldn't occupy the last of such a unit within a corps.
The various brigades currently serve no purpose except depicting the historical structure, future use is not barred.
The corps provides a Corps Commander(CC) as well as a Corps Chief of Staff(CCoS) position, while a division provides a Division Commander(DC) positions.
The La Grande Armée formation serves as HQ and is holding ground for the various officers of the Command Staff, Administrative Staff and other assigned officers.
The Grand Parc d'Artillerie serves as formation for officers who failed to muster or failed to return from a LoA.
The L’École Spéciale Impériale Militaire serves as holding ground for its Commandant and for Cadets.
The Camp de Vétéran serves as holding ground for retired officers.
The Hôtel des Invalides serves as holding ground for inactive officers.
Décret Impérial - Issuance of Administrative points
Officers in command positions or on the Command or Administrative Staff of the HQ receive a monthly amount of administrative points(AP) based on their position. This is in recognition of their actions to keep the Grande Armée in fighting shape.
Officers outside of command positions can also received AP, but these are based on the importance of their actions for the Grande Armée and the club, which is to be judged by the CiC.
Décret Impérial - Promotion to the General Officer Ranks
Promotion beyond the rank of Général de Brigade will only occur if, besides the necessary OBD points, the officer also served in a certain command position(DC, CCoS, CC, CoS, CiC or any other position on the HQ). The requirements for the position and length of service in it rise with higher ranks.
The rank of Général de Division requires, besides 1000 OBD points, 18 months of service as DC or above or on the Command or Administrative Staff of the Grande Armée.
The rank of Général requires, besides 1400 OBD points, 24 months of service as CC or on the Command or Administrative Staff of the Grande Armée.
The rank of Maréchal d'Empire requires, besides 2000 OBD points, 36 months of service as CC or on the Command Staff of the Grande Armée.
Décret Impérial - Officer Assignment
Initial officer assignment after graduation from the Military School is to be decide by the CiC. This first assignment will be in an artillery unit, from which the officer will be reassigned if has proven himself in the field by gaining the rank of Captain. Such reassignment will be made to the benefit of the Grande Armée but should where possible consider the wishes of the officer. Further changes in assignment can occur if they would mean a benefit to the Grande Armée, again if possible taking officers wishes into account.
All appointments to a commander position or the Command Staff respectively the Administrative Staff of the Grande Armée HQ are to be made by the CiC. The CiC should consider the opinions of his CoS and the respective superior commander and discuss any possible candidates with them prior to engaging with the candidate. All such appointed officers are at least once a year to be judged by the CiC regarding their yearly performance in fulfilling the requirements of the positions they serve in to ensure that the performance of the Grande Armée is kept on a high level.
Commander positions on corps level are Corps Commander(CC) and Corps Chief of Staff(CCoS). On division level it is the Division Commander(DC). The only other commander position is that of the Commandant de l'École Spéciale Impériale Militaire.
The Grande Armée HQ is composed of officers either on the Command Staff or the Administrative Staff. The Command Staff consists at a minimum of the Commander in Chief(CiC) and the Chief of Staff(CoS), The Administrative Staff consists of any AdC(the number is not limited), and any other officers that conducts administrative work in an active position serving the needs of the Grande Armée.
Note that the Commandant de l'École Spéciale Impériale Militaire is also assigned to the Grande Armée HQ formation but only for pure organizational & administrative matters, he is neither regarded part of the Command nor Administrative Staff.
Active Officers can be reassigned to the Réserve if they fulfill the necessary requirements(see Réserve webpage for details) and apply for reassignment to the Réserve.
Officers will be reassignments on changes in their Officer Status. What the assignment will be depends on the status the officer currently has.
OOC officers are reassigned to the Grand Parc d'Artillerie for further handling but kept in the French forum group.
Inactive officers are reassigned to the Hôtel des Invalides and moved to the French Inactive forum group.
Officers going Active again from any other status are to be reassigned to their original position if possible, unless the Grande Armée would benefit more if such officer is assigned to a different position.
Décret Impérial - Officer Status
An officer is considered to be Active if he is in contact with his chain-of-command by conducting his quarterly musters.
An officer is considered Out-of-Contact (OOC) if he has not answered his muster calls for 2 consecutive quarters.
An OOC officer is considered Inactive if he has not answered his muster calls for 2 consecutive quarters while being in the Grand Parc d'Artillerie.
An OOC officer is regarded as Active again if he starts to answer his muster calls again on a regular basis.
A Retired or Inactive officer is regarded as Active again if his application to be reactivated is granted.
Décret Impérial - Officer Applications
Active officer can apply for a Leave of Absence(LoA) from the Grande Armée. This means the officer will temporarily be deactivated in the DOR and will not be mustered until his LoA ends. This is the only change being applied to officer on LoA. The length of an LoA can be up to 1 year, but extensions can be granted if needed by contacting the CiC. Officers who's LoA have ended or want to return premature must report back to the CiC to be fully reactivated.
Active officer can apply for Retirement from the Grande Armée. This means the officer will be set inactive in the DOR and is moved to the Camp de Vétéran as he is not actively gaming anymore, he is also moved to the French Retired forum group. The officer is still part of the club & the French community, what allows him to participate & interact with other French & club members.
Retired & Inactive Officer can apply for duty again, and by this be made Active, at any time by making an application over the forum section "Le Département de la Guerre" or directly to the CiC.
Active Officers can apply to be reassigned to the Réserve at any time by making an application to the CiC. Such applications are only to be conducted if the necessary requirements(see Réserve webpage for details) are fulfilled.
Décret Impérial - Officer Training
Training is mandatory for new members joining the Grande Armée.
The training is provided in 2 forms, a mandatory training split in 2 phases and an optional advanced training.
The mandatory training will prepare the member in phase 1 for gaming and in phase 2 for club matters, only absolving it successfully will allow joining the Grande Armée.
The optional advanced training will expand gaming & club matters further to improve the training level before combat in the field, this training is optional and can be taken or declined by the member.
Training games can be registered as long as the trainee has less then 100 OBD points. The game type Training will be used only inside the training process.
Scoring for the game type Training is 0,5 OBD points & 0,5 AP per turn for the trainer. The trainee will get 1 OBD point per turn.
Every officer of the Grande Armée who has not graduated from the L’École Spéciale Impériale Militaire can apply for training to catch up the missing graduation.
Décret Impérial - Grande Armée Honorary Positions
Currently the Grande Armée has 1 honorary position, that of the Commandant en Chef de la Garde Impériale. It is no Commander nor Command & Administrative Staff HQ position, its purpose is solely that of honoring an officer.
