do we have a section on club etiquette in terms of playing games?

For instance- do Skirmishers have to stay within three (or five in some groups) hexes of a formed unit? Can skirmishers capture enemy leaders? Supply wagons?

Can they assault guns?

Well neither in the rules nor somewhere extra is something officially written up on that aspect.
But you can take a a look at the Master of Europe tournament and its rules, there are some limitations set for various aspects of gaming and often players agree to use at least some of these.
