Lt. Daley, Those values are set by the scenario designers after playtesting them. I don't know of an specific formulas or anything like that. In the scenario editor for all of the HPS games the default setting for protection is 5 hexes. That is pretty much the accepted standard though, you could for instance, set the protection for Lee's escort unit at Gettysburg to 350 hexes, effectively paralyzing the Union army for one turn.
