In HPS I think the protection range is 5 hexes. So any unit on or near (within 5 hexes) an entry hex will rout and the reinforcements will enter as per normal. I was in the Royal New Zealand Navy for 22.5 years and I had a great time a public expense[;)]. Please note that the navy is, and will always be, the senior service. So if it comes to a split count then navy wins[:D].
