Hey Phil. I do not believe there is any way in a game to change the order of battle or assignment of units. Historically, some regiments were not attached to brigades (and sometimes brigades operated independent and unattached themselves).

Still, it's rather academic. In all the games I've played only two have had Rout Limiting unchecked. It's a good rule for simulation but almost no-one will play with it unchecked, even in 'Equal Force' battles. It's a great rule for a better simulation but rarely used.
