Took me a while to figure out where to find the additional MP cost of moving adjacent to a unit that has deployed skirmishers.
This is found in the PDT table for the scenario.

Fun and fast, 15 turns. Slightly pro-CSA. USA strength 8,000, CSA 8000 Turn 1 rising to 10,000 Turn 2.

CSA can concentrate on the USA left where USA units are fixed. Forward USA units in the north need to fall back towards USA fixed units.
