Gosh, these are controversial questions. I would retain Lee's B rating; but it's a marginal call. I have to go with the Army of Tennessee as being more dysfunctional. Sure, there was quite possibly more drama at the top of the Army of the Potomac (debatable point though - both were comically unprofessional) but the Army of Tennessee simply could not win battles.
