To the starting post, basically a unit is not allowed to do anything(moving for example) or anything done to it(fire upon it for example), if that is so the unit recovers fatigue at the start of the next turn. units can shoot more than once (when playing turn based with this rule on) and each shot is at 100%. Sorry Jim but thats not really how it works, to be sure I just tested it and I can confirm my interpretation.
