Individuals signed up to represent various governmental and military leaders of both sides, and Mr. Quick served as the 'Dungeon Master' (to put it in D&D terms ). He told the players on each side what resources they had to work with and they could allocate those resources, including giving movement orders to armies. Mr. Quick determined if the two sides had armies moving into the same area and, if so, would put together a custom scenario so the leaders of the two armies could do battle. By the time I got involved the game was running out of steam (as you can imagine, it was an enormous undertaking and took a lot of time on the part of Mr. Quick and others who were assisting him) and I never got the opportunity to cross swords with any opponents.
