I was wondering why Mounted Cavalry cannot Fire Pistols Mounted even if it is at a reduced rate .

My best guess is that it has to do with 'range'.

The hexes in the game are 125 yards across and the effective range of pistols is far less than that (e.g. Colt Army Model 1860=50-75 yards - https://en.wikipedia.org/wiki/Colt_Army_Model_1860). If the cavalry are firing off pistols it would generally at close-range and in the games that means a melee situation.

Having trained with a pistol as both a Marine and police officer I think the effect of a pistol at one hex in the game is generous, even dismounted.
