I highly recommend the Strategic Command American Civil War game. They have a number of scenarios, several of which span the entire war. On either side you research technologies, build land and sea units and fight on land and sea, engage in diplomacy, etc. It also has a nice feature to prevent cheating. Yes, it is a bit of fun although I rarely play it anymore.
Once you learn the ropes it is fairly easy to win against the AI. As the CSA I usually win it in the west, which is where I feel the war could have been won. It must be incredibly easy to win as the Union and almost impossible to lose as the Union in a two-player game.

I did really love the diplomacy, research and production systems in the game. The only thing I question was allowing only one unit per hex and a corps being the maximum size unit. Now you can swap unit positions in a single turn but it's pretty difficult to have a battle the size of Gettysburg recreated with this system. And this applies to all the Strategic Command games.
