There is an existing situation in one of the Union Armies where a regular officer did play games with two Rebel cadets who went AWOL some time ago. He wants to declare those abandon games as MVs. does he get them?

Have him close them out as MV but he should know that he shouldn't accept any challenge from a cadet in the future that will count as a club game (what they play outside of the club is their business).

I think cadets should be allowed to play other games during their training. Why? Because of my own personal experience. I was trained by a person who seemingly refused to crank up any speed to the training. I was lucky if I got one turn from my trainer per week. Therefore, any proposed rules covering this issue should----in all fairness----take my experience into consideration.

Why? There is no restriction on cadets playing games, unless the academies have restricted them, AFAIK.

I've browsed the club rules and believe the intent was for cadets to complete training and be commissioned prior to engaging in other games:

"2.1 Anyone who enlists in the Club is considered a ‘probationary’ member, without voting privileges, until graduation from one of the two established military academies (described below). While enrolled in either of the academies, the probationary member is given the rank of Cadet. Upon graduation, the individual becomes a full (‘regular’) member in good standing, with all rights and privileges. The Training Academy Commandant is authorized to promote the graduating Cadet to the rank of Lieutenant.

2.2 Enlistment. An individual wishing to become a member of the Club may do so by deciding on which military group, USA or CSA, he or she would like to join. Then, by selecting either the “CSA Join” or “USA Join” link at the ACWGC HQ site and following the directions therein, the process of becoming a member can be started. Individuals may enlist in only one side of the Club. The Commandant of the Training Academy for the selected military group will enroll the new recruit as a Cadet and award him or her 15 points ‘bounty’ for signing up.

2.3 Training. New members must graduate from the Training Academy of their respective military group. These academies have been established to provide information and training to new members in regards to the Club. Cadets will be assigned an instructor and play a short game to ensure that they are familiar with Play-By-Email (PBEM) and the rules of conduct for the Club. Once the Cadet has completed his training game and demonstrated to his instructor his grasp of these basics, the instructor will recommend to the Training Academy Commandant that the Cadet be graduated. If the Commandant agrees, he is authorized to promote the graduating Cadet to the rank of Lieutenant and promote the officer from the Academy.

7.1.e) The Play By Email (PBEM) Opponent Finder (not to be used by Cadets, Inactive members, or non-members)"

I believe that the intent was that cadets complete training and graduate prior to engaging in games within the club, even if it doesn't specifically spell this out. Best point illustrating this would be 7.1.e, which specifically mentions cadets as not eligible to use the PBEM Opponent Finder.

Gen. Simms wasn't sure if Cadets could play registered games but Gen. Hebert showed that the rule 7.1e implied that they could not. The route to that conclusion is confusing so what we need is a plain statement to that effect and adopted as rule 7.1f, that would make it binding on both sides.

I concur with General Ringbloom's conclusion that a plain statement is needed. I don't believe a change of club rules is in order, just a more specific statement of who is eligible to participate in club-sanctioned games. 7.0 deals with club links, so clarification of section 2 would seem to be in order.

Yes that would work but it still would require a change in the rules so 6 of one or a half dozen of the other.
