Gentlemen,
As the Cabinet is making plans for the election of a new CSA CoA, we realized current rules would only allow the newly-elected officer to serve the remainder of the current term, which will be up in April of 2007. That means a new CSA CoA election would have to be held within six months. We decided, in the interest of greater stability within the club, that it would be better if a newly-elected CSA CoA would begin his own new two-year term. According to club rules (Section 9.0), this change has to be approved not only by the Cabinet but by club membership as well. Therefore, on behalf of the Cabinet, I am presenting the following rule modification proposals, to be considered together:
Proposal #1 (Sponsor: Mallory) - In Item 3.3.5.1, strike the word "any" and replace it with "a Cabinet Secretary", and strike the words "other than that of the Club President". The following shows the new wording (deleted words in blue and new words shown in red):
<b>3.3.5.1</b> If a vacancy occurs in <font color="blue">any Cabinet </font id="blue"><font color="red">a Cabinet Secretary </font id="red">seat <font color="blue">other than that of the Club President</font id="blue">—either through voluntary resignation or through removal by vote of the Cabinet—the Club President will appoint an interim replacement for the removed member to serve as Interim until a special election can be held. If fewer than three months remain in the unfulfilled term, the interim replacement can retain the seat until the next regular election.
Proposal #2 (Sponsor: Mallory) - Add the following item 3.3.5.3:
<b>3.3.5.3</b> If a CoA vacancy occurs—either through voluntary resignation or through removal by vote of the Cabinet—the Club President, with the confirmation of both of the appropriate Cabinet Secretaries for that military group, will appoint an interim replacement for the removed member to serve as Interim until a special election can be held. Once a special election is held, the term of the new CoA will last for two years from the date he takes office.
