 Post subject: Opening Hex Location

What determines where the opening hex is located when you open a turn? It is not where the hex was last located by your opponent and it does not appear to be the central point of the map (it does change as the game goes on).

Am I to assume that the center of mass is for all troops currently on the map and not just the side (USA or CSA) that you're playing.
