I will address you questions in reverse order:
I do not remember General Hooper's promotion being processed, but it would take some digging to verify this. If he has not received his promotion, I suggest passing the request back up the line.
Your CSA cavalry saber is not supposed to be attached to CSA saddles. Just stick it into the nearest Yank you find.
