The Parameter data Lists Bridge repair =2 what does that mean?

It means that for that scenario each 100 men engaged in repairing a bridge the bridge will increase its value by 2 each turn.

Bridge repair is not applicable in the majority of scenarios but if you are playing a scenario where it may be needed you should carefully read Section 5.7.2 of the User Manual. The bridges will generally span across a full water hex and if you click on that hex you will be given information on its current value. If the bridge is broken its value will be zero and it will look broken.
