Do you agree with the idea that any leader should give a force a 10% bonus in a melee?
Yes, any leader in the hex should give the a 10% Modifier. 32%  32%  [ 6 ]
No, only leaders in the Chain of Command should give a 10% modifier. 68%  68%  [ 13 ]

Generally speaking, because leaders can be used in a somewhat gamey fashion. I made the design decision to rarely use SICs in a battle at the same time. Same with leaders for artillery. I rarely have even FICs for artillery.
