Ernie and co.

How do you guys interpret a game result where an opponent exits his entire army during the battle?

Is this allowed in a Campaign Game where it is obvious that the player needed to exit his army in order to survive? Or is the player penalized?

I dont see anything in the rules that say you are penalized and that is good. In the Campaign situation I am in (Fort Oswego - F&IW Campaign) I need to exit my force in order to avoid giving him a Major Victory. He has a Minor Victory for sure.

The Campaign goes on as if it would be a Minor Victory. Do we count exiting the army as a one or two level victory increase for the opponent holding the field?
