So Washington forces Howe to evacuate Boston could he have done better?

If he had fired on the Brits as they evacuated, Howe said he'd burn down Boston, but wouldn't the loss of one city have been worth winning the war right then and there?

Do you think if Howe would've been forced to surrender at Boston the King would've given up the colonies?
