In Campaign Shenandoah, with the Artillery Dialog open, I was able to replicate the scroll lock issue. By switching to one of the other scrolling options, I was able to reawaken scrolling.
Another thing you can try: Zoom in or out (also even with the Artillery Dialog open). By zooming out, you can see more of the map that way, hence see more potential targets.
This is all exceedingly difficult to get right. Before, the options were Scroll Bar & Screen Edge only. The Window Edge option was added to accommodate people with dual monitor setups who run the game in a window, rather than full screen. (Also people with expansive 4K monitors.)
Please try one of the suggested alternatives. These issues have been worked on time and time again. If the issues persist, and if enough people are unhappy, our only recourse may be to remove the new Window Edge option from the game entirely (put things back as they were before).

Thanks for chiming in with some suggestions.
The scroll bar option does work, but its clunky to use.
Unfortunately, neither Window Edge nor Scroll Edge work with the Artillery Dialog open, even after I've used the scroll bar option successfully.
Nor does changing magnification in or out unfreeze the scrolling to allow it to work again.
Any more ideas? Rich has responded at JTS Support and is looking at the problem, too..
I hope I don't have to keep resorting to the scroll bar option all the time -- it's like going from an iPhone 11 back to a 5
I have all the other JTS Civil War Campaigns on my computer.
Shenandoah is the only one exhibiting this glitch.
